The Directorate for Research, Lifelong Learning and Employability (DRLLE) within the Ministry for Education and Employment is responsible for high-level policy and provision initiatives in the field of adult education. DRLLE is also responsible for the implementation of the Recommendation of Upskilling Pathways New Opportunities for Adults in Malta and the National Lifelong Learning Strategy.

DRLLE is led by a vision that lifelong learning empowers citizens through more personalised, evidence-based and innovative approaches to education to be able to upskill and reskill for better life opportunities. Through its provision, it reaches over 10,000 adult learners.

DRLLE focuses on the development, implementation and the monitoring of the policy initiatives in the areas of lifelong learning and early school leaving.

Our mission is to add value to public service delivery through the entire policy cycle, covering research, communications and programme delivery. DRLLE has undertaken and successfully completed a range of project management assignments that required administrative capacity.

DRLLE has access to research information and networks of providers and policy makers working in this area across Malta. At international level, DRLLE is active in various networks including the EU Agenda for Adult Learning National Coordinators network, the Eurydice Research Network and the EU Basic Skills Network. DRLLE is responsible for the coordination of the National Lifelong Learning Strategy as the driver for growth, jobs, global competitiveness and social change.

ETBI is a body representing 16 member Education and Training Boards in Ireland and also a key member of the EU vocational education and training provider body called the EU Federation of Education Employers.

ETBs are statutory authorities which have responsibility for education and training, youth work and a range of other statutory functions. ETBs manage and operate second-level schools, further education colleges, multi-faith community national schools and a range of adult and further education centres delivering education and training programmes. ETBs are active in local communities through the direct provision of training and education programmes delivered in training centres, colleges and other training and educational settings.

ETBI role is as the major Irish public education and training provider partner and stakeholder to use the SkillsChecker with their staff and learners and to be linchpin at local level between other stakeholders and their clients who wish to take up a flexible learning opportunity following their use of the SkillsChecker.

ETBI is the key delivery agent of Upskilling Pathways in Ireland and hence the SkillsChecker will inform their work in this regard. They are a key audience for the outcome of the project in Ireland.

For this project, Fønix operates under the delegated mandate of the Norwegian Ministry of Education and Research.

Fønix is the largest company within the vocational rehabilitation market in Norway. The main office is located in Sandefjord, Norway, supporting 12 regional offices in the southern part of Norway. Fønix has approx. 220 employees – mostly certified trainers and instructors.

Fønix serves an important role for the community and public authorities regarding vocational rehabilitation, language training for migrants and educational programs for employees with low basic skills and need of vocational training.

At any time during the year, this service includes approximately 2,000 learners / jobseekers and approximately 300 migrants / language learners. In 2017, more than 1,400 jobseekers got a job through Fønix on a yearly base, Fønix is directly in contact with a target group of 7 – 8,000 people of all ages and background. This target group is easy to reach through our systems – both face-to-face and / or digital – and can be easily monitored through short / long period.

Fønix bases its service provision on each persons' individual need for assistance, regarding their work capacity. They coach each individual towards ordinary employment through qualification and job training.

The services provided for the vocationally disabled are:

• Assessment of the potential work and educational capacity of the individual and qualification of the individual through career guidance, adapted job training and/or qualification (job skills or further education).

• Provision of permanent adapted work for the individuals that has no possibility of a job in the open labour market.

The National Adult Literacy Agency (NALA) in Ireland is an independent charity committed to making sure people with literacy and numeracy difficulties can fully take part in society and have access to learning opportunities that meet their needs.

NALA is a leading campaigning and lobbying force on adult literacy issues. We are involved in tutor training, developing teaching materials, distance education services, policy making, research and campaigns to raise awareness of the causes, extent and responses to adult literacy difficulties in Ireland.

Many individuals and organisations have contributed considerably to adult literacy work in Ireland. For our part, we have put literacy on the political agenda and secured funding for the provision of adult literacy services. Currently there are 54,000 adults attending Education and Training Board (ETB) adult literacy courses nationwide.

NALA’s work includes:

  • Lobbying for further investment to raise adult literacy levels
  • Engaging with and responding to the needs of our members
  • Working with education providers to identify and share best practice in the teaching and learning of adult literacy, numeracy and digital skills
  • Helping to make learning and courses more accessible to people with literacy and numeracy needs
  • Supporting organisations and services to be aware of the literacy issue and to communicate clearly
  • Conducting research into literacy needs and best practice teaching and learning

WIT is a key partner that will contribute towards the research and evaluation outcomes proposed. WIT is a university-level institution in South-East Ireland with over 10,000 students and 1,000 staff. WIT offers tuition and research programmes in various areas from Higher Certificate to Degree to PhD. The institute is the major provider of higher education in the South East region of Ireland.
